Foursquare ITP developed updated service standards and planning guidelines for Rock Region Metro. The agency will be able to use these standards in future work, including Foursquare ITP’s work leading the effort to redefine their unconstrained network plan.
Our team helped Rock Region Metro creatively redevelop their service standards to help them better align with agency goals and objectives. These updated standards will also assist agency operations staff to better evaluate and adjust bus services. In addition, we identified several opportunities for microtransit service in areas with relatively low fixed-route transit potential based on our analysis of the unconstrained service plan.
To aid in the development of these standards, Foursquare ITP developed dashboards that tracked performance across a variety of categories, including safety, reliability, and cost-effectiveness. The dashboards offered powerful visualizations as well as data downloads to easily analyze trends.
We also developed the agency’s 2024 Title VI Program update, addressing all Federal Transit Administration requirements. In accordance with FTA regulations, Foursquare ITP also developed a Public Participation Plan for the agency outlining strategies to better reach minority and limited English proficient constituents; as well as a Language Assistance Plan to ensure limited English proficient riders had adequate access to transit. Foursquare ITP also updated and refined the agency’s transit service standards and policies.
Rock Region Metro’s Board of Directors adopted the service design standards, which were immediately implemented by agency staff. The standards help the agency to make service planning decisions, including those being made during the development of future service plans.
