MoGo is a nonprofit bike share system serving Detroit, Michigan, and its suburbs. The program launched in 2017, and before its first major expansion since launch, MoGo engaged Foursquare ITP to prepare a five-year business plan for the program. The business plan focused on several projects, notably what changes MoGo can make to user pricing to make the system more competitive with scooter-share services and easier to understand for users; what the policies and strategies should drive future system expansion decisions, and what MoGo’s fundraising needs to accomplish its system expansion and maintenance goals? Halfway through the project, the COVID-19 pandemic significantly impacted MoGo’s operations. Our team worked with MoGo and its board to help the program navigate the pandemic. The business plan was adjusted based on more conservative ridership and revenue assumptions.
