Foursquare ITP developed a bicycle and pedestrian plan for Stafford County’s Southern Gateway. Stafford is one of the fastest growing counties in the state of Virginia, and Southern Gateway is a rapidly developing Urban Development Area (UDA) adjacent to the City of Fredericksburg. The construction of bicycle and pedestrian facilities has not kept up with the expansion of housing and commercial development in the area.
This study took a data-driven approach to identify key gaps in Stafford’s bicycle and pedestrian infrastructure network. The final plan identified a toolbox of solutions to improve bicycle and pedestrian infrastructure, including more detailed concepts for the highest priority bicycle and pedestrian gaps.
The improvements can be phased in over time to make the UDA less auto-oriented. The final plan envisions a network of bicycle and pedestrian facilities that make it easier to travel through the Southern Gateway on foot or by bike.
