Foursquare ITP led a Metropolitan Washington Council of Governments (MWCOG) Transportation Land-Use Connections (TLC) study for the Town of Herndon that explored the feasibility of introducing micromobility services (e.g., bikeshare, scootershare) to the Town. Capital Bikeshare already serves nearby Reston, and with the opening of the Silver Line Phase II, Herndon will have a greater need to facilitate first- and last-mile connections. Foursquare ITP assisted the Town in a variety of ways. The study provided Town staff background on the state of the micromobility industry, including topics like industry competitive dynamics, regulation of micromobility, and the impact of COVID-19 on the industry. Our market analysis identified the types of trips best suited for micromobility and outlined recommendations for the size and geographic scope of micromobility investments. Finally, we worked with the Town to identify an implementation strategy for micromobility, including recommendations around Capital Bikeshare expansion and the introduction of dockless private scooter services.
