On-time performance is a performance indicator of service reliability and measures how closely a route adheres to its published timetable. Rock Region METRO measures on-time performance using departures, which are counted as “on-time” if they occur between the scheduled departure time and five minutes after the scheduled departure time. Departures prior to the scheduled time are marked as “early,” while departures after the five-minute window are marked as “late.”
The agency’s on-time performance goal is 80 percent on-time performance system wide, representing a common industry target value. This allows for some level of service variability while maintaining the reasonable expectation of reliability for customers.
