Maryland Area Regional Commuter (MARC) train provides three scheduled AM trips and three scheduled PM trips to three stations in West Virginia on the Brunswick Line: Harpers Ferry, Duffields, and Martinsburg. It was proposed that MARC would trim the existing service to one scheduled AM trip and one scheduled PM trip to these three stations; the rest of the Brunswick Line service would not be affected by these proposed changes. A Title VI Service Equity Analysis (SEA) was required to measure the impact of the service reduction on protected populations in order for these proposed changes to go into effect. Our team provided an assessment of the impact on these populations as outlined in MTA’s service equity policies detailed in MTA’s 2017-2020 Title VI Program.
